KPL/SCLK

This is a trivial clock kernel (SCLK) for the
Rosetta spacecraft, assuming an absolutely
constant clock rate. It is used by the ROVIZ
system to create hypothetical attitude kernels
(CKs). In order to use such a CK properly, this
SCLK has to be loaded.
